Abstract

Cultural  politics  constitute  one  of the strategic  settings in matters  of public decision-making  that link worry or social and  institutional  indifference  to identity, the arts, values and the tangible  and intangible  heritage  of a particular  community. This article analyzes the relationship  between  cultural politics and public policy from the experiences of the municipality  of Bello in Antioquia (Colombia).  It intends,  on the one  hand,  to analyze  the dynamics  and expressions  of citizenship  that favored the  configuration of politics  with  public  policy  dimensions  and,  on  the  other,  to emphasize the formal aspects which, in the sense of regulation, are indispensable, but not sufficient, at the moment of designing and presenting processes, plans and policies in one of the sectors that, in recent times, has gained force in the public agendas  of the local and national  powers in Colombia  and Latin America: the cultural sector.
