Abstract

The article offers an interpretation regarding State and public administration reform processes begun in the eighties in the majority of Latin American countries, taking account of the differences between so-called "first and second generation" reforms. In addition, it specifically analyzes the attempts to implement reforms based on the so-called New Public Management (NPM) and raises a series of questions and problems surrounding their complex application.
