Abstract

This article analyzes the Case Study of Empresas Publicas de Medellin (EPM), whose management model and results are now clear evidence of the use of the opportunities provided to the Public Services Enterprises (ESP), the rules of liberalization of Domiciliary Public Services (SPD) set out in the 1991 Colombian Constitution (Articles 367-370), and in the regulatory framework of 1994 (Laws 142 and 143). This line of study about EPM is the result of the interpretation that from this case has been consigned from various sources: documentary and institutional analysis, data and qualitative analysis. In this regard, the focus of analysis on this paper is the way that EPM evidence a profound process of innovation and modification of management methods in the context of commercial performance of a major enterprise of public services.
