Abstract

This article examines the politic al dynamics in Cali (Colombia) after the introduction of the local and regional popular election of executives in order to understand the mechanisms of institutional political change. First, it describes the political dynamics in Santiago de Cali in 1988 and, finally, presents some mechanisms that explain the transformations undergone in the local political system. The main political mechanisms here underscored are: innovations in the forms of electoral politics, the Liberal Party's unsuccessful fragmentation, institutional changes suffered by the introduction of electoral accountability of local executives and, finally, changes in Cali voters.
