Abstract

This article presents a reflection on city models, urban planning and citizen practices based on the case study of the architectonic and urban transformations of Medellín (Colombia) during the last two administrations (2004-2007; 2008-present year) and, more specifically, those that took place in the neighborhood of Santo Domingo Savio, located in the North-East zone of Medellín in relation to the Library Park España project. Social urbanism, one of the leader projects of these administrations, has promoted social and architectonic transformation processes in looking for the inclusion of the historically marginalized sectors. This integration faces different confrontational relationships and generates a social integration that does not draw away the marginal images of the neighborhood. On the contrary, it generates political and representational spaces where, despite of the transformations, the marginality persists as a historical and interpretative frame that allows the territory to be "legible" to the administration and the city.
