Abstract

This article provides the theoretical and conceptual similarities among collective action an public policy, and deepens the political opportunities theme, using the case of collective action of forced displaced population in Medellin, from three general types of general opportunities: formal divisions of power (between executive and judicial). The power divided in the territory (from national aspect towards local aspect); and the allies in the state (governments and power). It concludes with the recognition of the collective actions of the displaced population in which highlighted the use of political opportunities in public policy scenarios.
