The article analyzes the relationships from the perspective of governance and governability that have formed between the central and departmental governments and the District Municipality of Buenaventura, for the implementation of public policies to promote regional development, equity and social inclusion. This article argues that the main challenges in public policy from this network of actors are to integrate into courses of action that promote logistics and port economic competitiveness, actions and policy guidelines that respond to demands for equity, social inclusion and responses to increasing social marginality in Buenaventura and its surrounding areas. This also implies challenges regarding territorial governance in terms of public safety and citizen safety, and modifications that promote the modernization and reinforcement of the management of the district government apparatus. The methodology is mixed: qualitative and quantitative methods are used. Primary and secondary sources were reviewed, workshops were organized and semi -structured interviews were conducted with different actors from the territory.
