This article aims to visualize and analyze the network of Public Policy information and communication technologies (ICT) in Colombia in the light of public policy networks approach, using social networks analysis. This new approach strengthens the perception that the state is no longer the main player in the creation of public policy in that sector, but rather there are public-private regulated partnerships that coordinate and encourage the development of infrastructure and consumption of ICT in a given area.
