This article addresses the question: Which were the factors that brought to the practical geopolitical discourse reformulation of the Clinton's government to Colombia during the Ernesto Samper-Andrés Pastrana political transition? The article proposes the hypothesis that the republican victory in the legislative mid-term elections of 1994, and the political will of the Colombian president Andrés Pastrana were the factors that influenced the change in the decisional model of the White House. The innovation of this approach lies in the use of the theory of critical geopolitics to evaluate the ideal, institutional and material aspects of Clinton's foreign policy. The conclusion is that this reformulation of the practical geopolitical discourse is more relevant for the ideal and institutional aspects, but for the material one there is rather an operational continuity.
