Abstract

The present article defends that a minimal extractivism of renewable natural resources (RNR) and non-renewable natural resources (NNR) constitutes a just and necessary policy, given that rents from land and mines are illicit and fraudulent incomes, and it is due to an arbitrary appropriation of natural resources. This reality is aggravated by failures in markets and States. Indeed, it is impossible for humans to substitute natural resources, since humans can only produce exosomatic instruments and labor, which cannot substitute natural resources and cannot create matter and energy. While the lesser evil implies the maximization of taxes imposed on mining, increasing State revenues, there is another radical option: in order to minimize future remorse and to attain a healthy welfare in the present, it is necessary to promote a minimal extraction of natural resources. This article is the result of a critical lecture of relevant theories, including orthodox and heterodox views, and different perspectives on public policy related to the extraction and preservation of natural resources.
