At the end of the 20th Century, internal displacement became a dramatic event in different countries around the world. South America was not the exception; Colombia and Peru saw an increase in the number of people displaced by the armed conflict and had their response capacity exceeded. The scope of this article is to show the particularities of the forced displacement in both countries in analyzing the following aspects: the dynamics of displacement, the context, and the national institutional response. The research focuses on the comparison of three marked differences: the number of people affected, the duration of the conflict, and the recognition of the victims. Those aspects warn about the continuity and transformations of the conflict, in conjunction with the limitations of the State to guarantee lasting solutions to all the victims.
