Abstract

The fourth section of the Final Agreement, signed between the Government of Colombia and the FARC-EP, deals with the Solution to Illicit Drugs, and addresses coca, marijuana and poppy growers. Regarding the productive link of growers, the agreement proposes the implementation of the Comprehensive National Program for the Substitution of Illicit Crops (PNIS in Spanish). This article takes the central components of this program to account for the implementation in its first three years (2017-2019), specifically in Antioquia (Colombia). To do this, the data produced by the main observing and verifying agents of the Final Agreement are analyzed. It concludes that the PNIS has undergone serious transformations, and faces security difficulties from the leaders, which casts serious doubts about the possibilities of achieving the consolidation of the peace in the territories.
