Abstract

CASAS ARANGO, Germán Ignacio; AGUIRRE HENAO, Cristian Daniel  and  MANCILLA LOPEZ, Lorena Patricia. Bureaucrats and Citizens. Street-level Bureaucracy in the Implementation of Public Policy on Food and Nutritional Security in the Department of Antioquia. Estud. Polit. [online]. 2021, n.61, pp.125-152.  Epub Dec 13, 2021. Street-level bureaucrats, such as officials who have direct interaction with citizens for the provision and delivery of goods and services, play an important role when implementing public policies. Based on a qualitative analysis of 193 interviews, it was evinced the role that street-level bureaucrats play in the public food and nutrition security policy of the Department of Antioquia, Colombia. These bureaucrats, making use of their own discretion, produce changes in the policy parameters for the inclusion of beneficiaries that they consider more suitable according to the purposes of the policy. Likewise, they carry out actions that go beyond the assigned functions in order to provide a more comprehensive support to the beneficiaries. These bureaucrats adopt different behaviors depending on the type of citizen to whom the good or service is provided, resulting in a particular form of implementation of the public policy in question.
