This article aims at analyzing the clientelistic networks among popular sectors and political groups in Medellín between 1960 and 1980. Through socio‑anthropological approaches, it proposes a reinterpretation of the strategies that leaders of Juntas de Acción Comunal consciously activated in favor of their demands. Based on testimonial studies and primary sources, it is shown how the daily practices of the Medellin community organizations were developed in calculated ways, where loyalty, solidarity and negotiation were established as part of the links within civil society and between civil society and the State. It is possible to conclude that, in the workings of local politics, the clientelist phenomenon should stop being approached as a democratic deviation or a pathology of politics, and new understandings about neighborhood political actions should be adopted.
