ROJAS RIVERA, Ángela Milena y LOPERA GONZALEZ, Mario Alfonso. The Institutional Grammar Tool. A Discussion of its Applications in Public Policy Research. Estud. Polit. [online]. 2022, n.65, pp.59-87. Epub 27-Abr-2023. ISSN 0121-5167. https://doi.org/10.17533/udea.espo.n65a02.
The Institutional Grammar Tool (IGT) developed by Crawford and Ostrom (1995; 2005) has grown in popularity in the English-speaking world, in contrast to its minimal penetration in Spanish-speaking academia. This article, on the one hand, brings the discussion about the application of the HGI to Spanish-speaking contexts. On the other hand, it presents a proposal for the implementation of the HGI, articulating it with other analytical tools of the Institutional Analysis and Development (ADI) framework. Thus, the original proposals of Crawford and Ostrom (1995; 2005) are introduced, followed by a critical discussion of three influential implementations in this literature and the introduction of an integrated application of the HGI based on a case of mining formalization in Colombia. The latter is shown to remedy some of the shortcomings present in the three implementations analyzed and to be more enriching for the analysis of public policies.
