Abstract

REINEL PULECIO, Jorge. URIBE'S STRATEGY OF NEGOTIATING THE TLC. colomb.int. [online]. 2005, n.61, pp.12-32. ISSN 0121-5612.

This article analyzes the intentions and results obtained in the negotiation of the Free Trade Agreement between Colombia and the United States. The preeminence of the executive and the concessions offered by the Colombian government due to its precarious negotiating strategy serve as the backdrop for this discussion. The author highlights the power of the private sector and political elites within this process, to the detriment of the role of the Congress, political parties and public opinion. The analysis presented leads the author to conclude that Colombia’s strategy has been flawed, given that in addition to worsening the internal environment, it has tended to fragment and weaken the country’s relations with the other Andean countries.

Keywords : Andean countries; negotiation; Free Trade Agreement; bilateral accords; foreign policy.
