Within the framework of the process of systemic transformations and globalization at the end of the 20th and beginning of the 21st century, the international scenario and the nation-state have experienced changes that have given way to the participation of previously unfamiliar external actors and the rise of new spheres of interaction wherein local governments assume a leading role. The article aims to explain a set of theoretical-methodological considerations for analyzing sub-state international politics, including an analysis of the contributions of International Relations and Local Development, as well as the conceptualization of politics and sub-state international management. At the end, it presents considerations to contribute to the construction of a theoretical-methodological framework for addressing the issue of sub-state international politics as a local development strategy.
