Abstract

This article analyzes the factors which explain the reform of electoral finance in Chile. Confirming the findings of other studies, it singles out the importance of the balance of power that is favorable to the reform, the role of the organizations of the organized civil society and the presence of dominant political forces which will coordinate themselves to obtain more resources and limit the entrance of new competitors. The matrix of incentives helps to explain why limits on the sources of access to resources are accepted, always providing that the new rules create the perception of certain advantages over one’s opponents.
