Abstract

The article presents a synthesis of a research regarding tensions between the Rights of children, and the contexts of inequality and exclusion in Bogota city. It is assumed that it is necessary to take past history into account, so to formulate critics to the proposed "comprehensive protection" policy. This should be done through monitoring institutional trajectories and living arrangements given to children considered socially and morally abandoned, between the late seventeenth and the early twentieth century. We find out that between medical and religious discourses a re-education was sought to amend and transform childhood consideration as social dangerous.
