Abstract

ETCHICHURY, Horacio Javier. The third decade: the Higher Education Law and the legacy of the World Bank. Nómadas [online]. 2016, n.44, pp.105-121. ISSN 0121-7550.

This article reviews the changes introduced with the enactment of the Law on Higher Education (LES) in Argentina in 1995 and links the changes with the Higher Education Reform and the World Bank Ideology. It examines the legacy that the World Bank possessed in 2005, through the following: the culture of assesment, the production of statistical information and the introduction of competitive processes. The article further examines the aspects of that legacy which operated from 2005 to 2015. Finally, the text proposes to create a critical analysis of the higher education model from a human rights perspective.
