Investigating a career in Colombia, undertakes the analysis of the design and scope that have this system on technical management of human talent, the various actors who are committed to making processes, regulatory or interpretation of the respective regulatory frameworks, in addition to the vision of public servants and citizens’ expectations on the civil service. This essay presents the prospect of a more recent player who has played a central role in building the system of merit in Colombia: the Constitutional Court.
