The Andean Parliament as a body within the Andean integration is going through a number of drawbacks that prevent it from fulfilling its role as the promoter, of Andean integration despite the attempts that have led to the Constitutive Treaties of the Community, has not been able to achieve legitimization of their identity of strengthen the democratic character essential to the development of such processes. The purpose of tools such as direct elections, precisely, is becoming a key player at the EU institutions, but more important is to strengthen the Andean concept of citizenship and political participation of people who can not continue back to this unifying process it makes an actor at the level of the international community.
