Conflicts arising in communities have different ways to be solved within the institutional arena which in turn means the use of legal, technical or communitarian tools. The latter are closely related with instruments such as conciliation in equity which have the aim of getting people to solve their conflicts through the support of the community leaders. Although this figure was included by the legislator in the 1991 Constitution, it only came in force in the District of Barranquilla in 2004 with the appointment of the first equity conciliators of the city.
