Abstract

This research paper seeks general objective is to determine the national legal reserve in Venezuela's Bolivariana Republic Constitution of 1999. Is used the documentary research strategy and the analytical method. Sources for data collection include five different areas: constitutional, legal, sublegal, doctrinal and jurisprudential. The concept of the national legal reserve includes specific national matters which based on constitutional provisions or on immobilization of the legal rank need to be exclusively regulated by legal normative juridical acts: the formal law and the decree with force of law as such, by excluding the executive regulation.
