State structures should adapt to today's globalized world. Supranational cooperation and support between states are essential to address all threats to liberty and security of individuals, organizations and states themselves. Besides, the concepts of global security and human security reflect the necessity of an exhaustive treatment of such threats. The attacks of 9/11 initiated a collective imagination in which the fight against global insecurity sometimes becomes an obsession. In this scenario, we propose that it cannot be forgotten the primacy of the principles that have inspired the Rule of Law as a product of civilization, which is unavoidable, unless we fall into the defense of barbarism to fight the same barbarism. Also, insecurity is presented today as a diffuse threat, which may have originated far from state borders, being actually a transnational reality. The "security strategies" serve to this purpose, which are analyzed in this work.
