In Colombia about 97% and 87% of the population has access to drinking water and sanitation services, respectively. However, the country stands the challenge of meeting inequality in the provision of these public services, particularly to the underdeveloped-low-income population located in rural and peri-urban areas. There are several factors preventing the implementation of strategies to warrant the access to public services; one of them is the lack of organized and inclusive programs developed within the municipalities. From a study of legal doctrine, I intend to argue that local judges can make use of complex legal orders in judicial cases related to public services to deal with the historical inequities and ensure the rights to access to drinking water and basic sanitation.
