The echoes of the Russian and Mexican revolutions also resonated in Colombia a hundred years ago, but they had different legal responses from the less suspected modes. The Conservative Hegemony that ruled the country from the three branches between 1914 until 1930 repressed social protests, the mobilizations of workers, as well as the political manifestations of the nascent Socialist, Anarchist and Anarcho Syndicalists groups.

Thus, while the US government was campaigning to stop the advance of the Russian Revolution in Latin America, whose spearhead was said to be Mexico, in Colombia workers ‘strikes were increasing and socialist organizations and the workers’ movement were politically strengthened. In this context, the government of Miguel Abadía Méndez (1926-1930) confronted social protest as a problem of public order. In its purpose, it used legal means such as Decree 707 of 1927, which gave broad powers to the public force to the detriment of citizen rights and freedoms. The Supreme Court, which directly alluded to the “revolutionary threat”, declared the measure constitutional.

The article, first offers a brief overview of the political and social tensions that the Conservative hegemony faced. Then, it focuses on the decision of the Supreme Court of November 13, 1928, that declared the constitutionality of Decree 707 of 1927, and highlights how the court aligned ideologically with the conservative Executive fearful of the progress of the revolutions and of the workers movement.
