The Mayors as members of the Cabildo appeared in the Iberian Peninsula during the High Middle Ages, derived from the needs of the neighbors to have interference in matters of popular interest. Due to the importance of this figure and the interference with the affairs of the Castilian cities, upon the arrival of Hernán Cortes to the West Indies, he creates the first Town Hall in the Villa Rica de la Vera Cruz. With the arrival of the friars headed by Fray Bartolome de las Casas, to the valley of Cuetlaxcoapan and because of a Millenarian thought inherited by the Grand Chancellor Mercurino Gattinara, the City de los Angeles was founded. The ideal of this, was to have a Perfect City where the encomienda was not applied and was administered by exemplary people. The methodology used is documentary, it is based on making a reconciliation of books of recognized authors in the field and it is deductive since it derives in obtaining the legal origins of the Mayors in New Spain, a documentary research is not enough but it is necessary to understand the daily life of the mayors through documents such as the Cabildo Acts of the centuries studied.
