Cities are gaining increasing prominence on the international stage thanks to the channels they have managed to establish with similar actors outside their borders, effectively inserting their interests into the international agenda. In this context, new forms of financing and cooperation have emerged, giving way to the so-called "hyper-collective action" as the result of the diversification of channels, actors, processes and sources of international cooperation. Thus, this article studies the case of Medellín in its relationship with the AFD, within the framework of this conceptual category, as a fundamental part of its internationalization and as a successful pioneer case in Colombia.
