This paper studies the consequences of the decisions taken in sessions of the Councils of Ministers (1950-1980) in relation to the main teacher training institution in Peru: the Enrique Guzmán y Valle-La Cantuta National University of Education, whose policies, adopted in different periods of government, set the course of educational policies regarding its training and also led to conflicts, which occurred as a result of a struggle marked by attempts to capture institutional control of its academic-administrative autonomy, on the one hand, and by the resistance to defend it, on the other. The agreements reached in different sessions of the Councils of Ministers show a governmental perspective on the formation of educators in which a pleonexical approach to education is sponsored and privileged, contrary to conceiving it and situating it as a common good.
