This essay has been written by the Urban Policy Research Group, an interdisciplinary Group that consists of members from the Faculty of Architecture and Design and the Faculty of Political Science and International Relations (Javeriana University - Bogotá, Colombia). In order to better understand the essential elements for the sustainable urban development, this paper critically examines the CONPES 3305 (2004) entitled "Guidelines to optimize the urban development policy". Apart from the analysis of the concept of public policies, it emphasizes the importance of the implementation of urban policies and how they affect the concept of compact, sustainable, equitable cities, with the capacity to manage and to finance their own development. Therefore with this view in mind, the essay examines the relation between the unbalanced growth of cities, the shortage of urban land space in relation to urban attributes, (the political, economic, environmental, social, cultural) dimensions and the capabilities of urban management.
