Abstract

This paper deals with the stratification policy in Bogota that target subsidies for paying public utilities, under the perspective of social mobility studies. A conceptual framework is drawn on the relationship between social and mental structure, equity and social mobility; then, an analysis follows on the composition of the city in terms of its different strata, and evolution of utility bills, as well as coverage. Finally, there is an assessment of the effects of the policy on social representations around the different strata.
