In the last decades The European Union has emerged as one of the most important economic and political phenomena as it an example of the steady and consistent process of world integration. Therefore after effectively achieving economic integration, the greatest challenge is to accomplish political integration which calls for a definition of a new communitarian political-legal organization. There are many challenges that must be faced, specially the construction of a common sovereignty in accordance with the political, social, cultural and economic differences that are present in the member states.
