From about two centuries ago the world is moved by oil. Its derivatives make work the millions of cars, trucks, ships, airplanes and so on. Precisely, for being an activity of great proportion and interconnections between diverse agents, any change in one of the involved factors, can generate consequences for all. Recently, the interdependence in the sector of hydrocarbons became evident when the president of Bolivia, Evo Morales, nationalized the reserves of oil and natural gas of his country. Brazil needs this primary source as well as Bolivia needs to flow off its production; therefore, the dependence is mutual and could have consequences for both sides if the problem is not solved. The experiences with alternative and renewable fuels ratify the concern of the Brazilian government with the eventual exhaustion of the oil reserves. Brazil has had the Program of the combustible Alcohol (Etanol) since 1974 and, in 2003, it launched the Program of the Biodiesel.
