Abstract

This article offers a reflection on observed changes in policy making models and highlights the new attitudes by citizens and social groups toward governmental structures. It posits the notorious erosion of legal-bureaucratic rationality and identifies new roles adopted by citizens on the basis of these changes. It also recognizes substantial changes derived from citizen involvement in public action, and anticipates new possibilities for deliberative democracies in developing countries.
