This article includes a theoretical section which addresses mainly the concept of social capital, although it touches as well on the topic of personal security and the relation between the two, and on some logics that guide local security policies in the cities. It also includes a practical section dealing with the program of Local Security Fronts, relying on, among other sources, a survey carried out during the development of the thesis on which this article is based.
