Abstract

This article presents a historical review of the topic of territorial ordering, with an emphasis on the responsibilities assigned to different territorial levels and they way in which they have been modified after the implementation of the decentralization process. It also analyzes the resources provided and the difficulties and challenges faced by the municipalities in carrying out the above mentioned task.
