Abstract

FAIR, Hernán. The systemic interaction between the State, the main sociopolitical actors and the model of accumulation: Contributions from the failure of model ISI in Argentina to think the political restrictions to the regional development. Pap.polit. [online]. 2009, vol.14, n.2, pp.507-540. ISSN 0122-4409.

The work analyzes the experience of ISI model in Argentina taking as it bases the systemic interaction between the State, the main sociopolitical actors and the model of accumulation. It tries to offer some tending heuristic tools as well to a greater understanding of the "political" causes that took to their sprouting, apogee, height and later fall, and to extend the relevance of this type of analysis to other similar cases of the region. Arguing with the dominant neoliberal current and certain economicist visions of the Theory of the Dependency that dominated during ´60 and ´70, the estructuralist sociopolitical approach recovers, taking as departure point the contributions from Cardoso and Faletto. One maintains that this approach allows a more suitable and deep understanding of the complex process of interaction between the State, the main sociopolitical actors and the structure factors and allows, as well, to move away of the essentialism and mechanist reductionism that characterized to the approach of the dependency in his more dogmatic vision. It is due to that it allows to complement the analysis of the particular modality from insertion to the international market, along with specific driving of the State in systemic interaction with the diverse business fractions and the working employees, and the horizontal and vertical distributive struggles derived from that model of state intervention. As well, it allows to observe the historical dynamics of this process of systemic interrelation, offering some tools that contribute to explain the political restrictions to the national and regional development.
