This article defines the concepts of including, excluding, marginality, marginalization and vulnerability inside the Latin-American region, which with the flow of the society carries from its capitalist origins unequal forms in the structural functioning of the production system, causing the inequality in the income and wealth distribution, causes of the endemic poverty that suffers the region and that only with the achievement of vigorous public social policies can diminish.
