This article aims to provide and share some thoughts from the authors on urban mobility in Colombia from a human development perspective, with the academic community. Successively addresses the following topics: 1). A conceptual approach to sustainable urban mobility that shows the transition of transportation to a sustainable urban mobility and tries to give a definition of one. (2) The concept of mobility as it is an analytical summary of the Colombian Constitution. (3) The public policy of mobility and the dilemma of citizen aspirations, meaning the articulation between the raison d ' être of the policies, the reality of the cities, human condition status and the necessary articulation for decision making. (4) The "offer approach" as a framework for the design and implementation of a public policy on mobility from the perspective of human development, as opposed to the traditional "demand approach". Finally, and as a conclusion, the text sets out the main challenges for urban mobility in Colombia from the perspective of the urban development both in the conceptual development and also from the legal point of view; from the political point of view and from the perspective of urban planning with the implementation of a Urban Mobility Plan with an approach to the offer approach.
