Abstract

This article discusses the tensions in the discourse of the four governments of the Coalition of Parties for Democracy, which led the government of Chile between 1990 and 2010 is observed between the aspirations of building a more democratic and equitable society and the emphasis to maintain key elements of a neoliberal development model established during the civil-military regime (1973-1990) and how they resulted in a set guidelines and policies that finally put aside the first component favoring a mercantilist view of the rights managerialist and technocratic social and public policy.
