Abstract

In recent decades most countries with democratic political systems have seen a resurgence of civil society as a political actor. Which is evident when analyzing the public policy cycle, there is seen as a dynamic player, proactive and participatory, wanting to get involved in setting the agenda in the formulation of policy, program implementation and evaluating the results. This article makes a historical journey through the evolution of civil society participation in public decision making, shows the conceptual and methodological difficulties civil society to work as an actor, analyzes the participation and influence in the policy cycle and makes recommendations for institutional and organizational strengthening of civil society as an actor the public policy cycle.
