Citizen political distrust and discomfort with democracy has led politicians to explore new mechanisms and levels of participation that lessen the prominence of traditional elites in the process of decision-making systems. Like most Latin American countries, Chile has developed a process of political reforms that have, among other things, the strengthening of local authorities as one of their central axes in turn, linked to innovations in the field of participation local citizen. Nevertheless, these gradual reforms that have failed to significantly modify the relationship between local government and citizens.
