Television originated in Europe as a public monopoly. However, deregulation in the eighties made way for the birth of private channels. New commercial channels have emerged since 2000, based on a variety of business models: pay and free, generalist and specialized, and local, regional, national or international. As a result, the public channels in most countries in the European Union now have no more than a third of the total audience. The article examines the economic problems generated by this loss of market share and the options public channels have to make the development of attractive programs compatible with observance of their function in terms of public service.
