The territorial decentralization process approach for the National Constituent Assembly of 1991 has been truncated by the centralist policies adopted by governments through constitutional reforms and regulatory developments of these. To do this, the adoption of the centralist policies have taken as argument, the corruption of local authorities and the scientific of the national government in the management of resources. However, the reality of local authorities has shown that the centralist policies do not contribute to the improvement of its political and economic conditions. This has created a serious reduction of administrative autonomy and political that local authorities should have according to the original parameters of the Constitution. This has been strengthening the backwardness economic and administrative that local authorities had before the Political Constitution of 1991.
