CASAL OUBINA, DANIEL. The Senator Designated as Key to Territorial Integration: Configuration, Election and Role in Self-Government Institutions. Rev. Derecho Estado [online]. 2024, n.58, pp.269-305.  Epub 17-Fev-2024. ISSN 0122-9893.  https://doi.org/10.18601/01229893.n58.10.

One of the elements of reflection and debate of the Spanish political system is linked to the composition, functions and position of the Senate. The Constitution, in its article 69.1, defines it as the chamber of territorial representation, but as a consequence of the dispositive principle and the deployment of the autonomous model, the composition and functions of the Senate are far from being those of a chamber of integration of the territorial entities, despite which maintains federalizing elements. One of them is the existence of senators appointed by the legislative assemblies of the autonomous communities. The paper analyzes and models the configuration of regional senators based on their regulation, the procedures for their election and the institutional position given to them in self-government institutions in order to understand the potential of this type of elected to improve the representativeness of the system.
