Abstract

This article presents a comparative analysis of the territorial governance in the páramo areas of Sumapaz-Cruz Verde and Chingaza (SCVyCH) with the main characteristics that are perceived, the actions they carry out and some dialogue scenarios in which they participate. According to the analyzes applied it is found that its governance oscillates between an almost total absence and a distorted or superficial governance. To a large extent this could be related to two common factors for both complexes: first, the predominance of government actors, highly questioned by social actors, in their efficiency and legitimacy. And second, an almost total absence of actors from the productive sector (mining, livestock and agriculture) in the scenarios of dialogue and participatory management. However, each place also has its particular challenges: focused towards ecological and environmental in Chingaza, and more political and social in Sumapaz.
