Abstract

This article identifies some causes for the low levels of municipal associativity in departments of Colombia. In performing a qualitative comparative analysis (QCA), multiple causal configurations are provided to explain this phenomenon, based on using data from the National Planning Department of Colombia. The result variable has been calculated using the proportion of municipalities in each department enrolled in any type of association, taking territorial association schemes as a reference. It is concluded that the combination of low levels in four of the five conditions analyzed (levels of urbanization, quality of life, economic activity, and security) produce lower levels of municipal associativity, and that institutional capacity does not seem to account for the phenomenon studied.
