The purpose of this article is to show how the construction and operation of the Ferrocarril de Antioquia (Antioquia railroad) makes it possible to analyze the social processes and the action of foreign entrepreneurs in terms of public policy, from the local and regional perspective of the state. Methodologically, we use both primary sources and secondary literature of the period, written from the perspective of economic and business history, to show how, despite failing to reach any of the goals proposed in the original contracts, the railroad became a symbol of what is possible and of transition to modernity.
