Abstract

ALONSO, Julio César; GALLO, Beatriz Eugenia  and  TORRES, Giselle. Evidence for a design of a bilingual education policy in Valle del Cauca: analysis of the bilingual population using the 2005 census. estud.gerenc. [online]. 2012, vol.28, n.125, pp.59-67. ISSN 0123-5923.

Competitiveness indexes reflect a poor performance in the Valle del Cauca, especially as regards human capital. A bilingualism public policy helps to accumulate human capital, give access to new markets, and better information, which make the development of other factors required for competitiveness possible. This document makes a primary diagnosis of bilingualism in the Valle del Cauca that provides arguments for an effective bilingualism policy. We used data from the bureau of statistics of Colombia. Results point to the need of making bilingualism a central issue in the public agenda, in order to make Valle del Cauca a competitive region.

Keywords : Bilingualism; Competitiveness; Bilingualism policy; Valle del Cauca.
